The Hanseatic City of Rostock has adopted the e-mobility strategy as a framework to promote electric mobility and as a technical paper on the “Mobility Plan Future”
At the 25 of March the City Council of the Hanseatic City of Rostock adopted the e-mobility strategy which also includes an action plan “Electric Mobility”. By means of the electric mobility strategy and the action plan, the Hanseatic City of Rostock pursues a coordinated expansion of its previous e-mobility activities and the long-term establishment of e-mobility in the city and the region. With a time horizon until 2030, the Hanseatic City of Rostock sets a strategic frame for electric mobility for the first time, which has, in particular, been aligned with the aims and provisions of the Mobility Plan Future.
The electric mobility strategy is intended to activate further municipal, private sector and political actors to get involved in the local introduction and continuation of electric mobility and thus to contribute jointly to a more ecologically sound and economically efficient transport system. From the strategy development process, the primary objective ensures:
Electric Mobility in Rostock in 2030
- In the future, electric mobility in the Hanseatic City of Rostock is integrated even stronger as an integral part of the entire transport system and it plays a prominent role in sustainable urban planning and urban development.
- The advantages of electric mobility are exploited to expand local and regional multimodal use of transport modes and to further its attractiveness. Furthermore, electric mobility offers impulses for new mobility services and patterns of consumption.
- Linking public electric transport with new forms of e-mobility for individual, business and freight transport considerably contributes to strengthening sustainable transport modes and plays a key part in the envisaged transfer of motorised individual transport towards more sustainable modes (target: 70%).
- Electric mobility supports the goals of the Hanseatic City of Rostock in the fields of transport, energy and climate and thus contributes to environmental improvement.
The Action Plan “Electric Mobility”
Whereas the strategy describes the mission statements, goals, fields of action and the approach to measure selection for the expansion of electric mobility, the action plan (annex to the strategy) defines more than 20 concrete measures for strategy implementation. The measures mentioned in the action plan range from measures strengthening multi-modal travel such as a mobility card and portal to e-car and pedelec-pooling concepts for businesses, municipal (e-)fleet management and the provision of information material on electric vehicles and e-mobility services. Financial requirements resulting from the Action Plan should be soon discussed with all stakeholders and submitted to the City Council of the Hanseatic City of Rostock until October 2015.
The e-mobility strategy and the action plan show that the Hanseatic City of Rostock is ready to further improve the quality of life in the city for its inhabitants. In addition, it wants to contribute to achieving the goals of the “National Development Plan for Electric Mobility“ and to play a pioneering role in the state of Mecklenburg-Vorpommern when it comes to electric mobility.

First RSAG pedelec rental station in Reutershagen: Completed test operation successfully
Employees of RSAG, the city administration and the Stadtwerke Rostock AG, the local energy supplier, tested the interaction of pedelec charging station and rental software at the first rental station in Rostock-Reutershagen from mid-September to mid-November 2013. Thanks to the numerous references of the test drivers the rental process could be optimized and technical errors corrected.
For example, new guide rails were installed in all pedelec parking boxes. The removal of the ‘elros’ pedelecs is now possible without great effort. The rental software will be adjusted until the official start of the rental system in April 2014. Various online payment options and automatic billing will be integrated. Furthermore, the reservation function will be improved. Available rental times per station will be indicated in the date mask by red or green.
The aim is to take three more stations in operation until April 2014. One is in Luetten Small, next to the customer service center of the Rostocker Straßenbahn AG stand. Two others are in the western outskirts of Rostock. From April 2014 interested users can book an ‘elros’ pedelec on the internet or with a smartphone. If the user is registered for the system, he will receive access to the four rental stations with an ‘elros’ customer card.
