Together with the ELMOS electric mobility handbooks (available in Swedish, Polish, English and German), these publications shall give interested parties inspirations and concrete recommendations to start up or upgrade electric mobility offers, based on the experiences during the project.

On 26th of February the German demonstrator within the ELMOS project was presented at the final conference of the German research project “INMOD – Rural Transport and Electric Mobility” in Schwerin.

Inmod was a research project of the University of Wismar, Competence Center of Rural Mobility, which was implemented from November 2011 to October 2014. Inmod faced the problem that hardly more public mobility is offered in rural areas, against a revival concept. In this sense, Inmod has proven networking between a rapid transit bus with the shortest possible route and transport participants from neighboring places. As a feeder to the bus stations on the main bus route used Inmod electric bikes.

Partners from Karlskrona ... On 14th October 2014, the final All-partner meeting of the ELMOS project was held in the Hanseatic City of Rostock/Germany. Partners from Karlskrona and Växjö in Sweden, from Gdansk, Malbork and Trabki Wielkie in Poland as well as from the Hanseatic City of Rostock in Germany locked back on three years of cross-border co-operation within the South Baltic programme. The conclusion of the partners was consistently positive: Electric mobility has become visible in each of the forerunner city on the road and arrived at local politicians as an important theme of sustainable urban development

Under the motto “Electric mobility in daily life - before and after the ELMOS project” the project result was presented by each project partner at the final meeting. The picture below shows the summarising self-assessment of the ELMOS project partners regarding achievements & results in their forerunner city / town (M – Malbork, T – Tr?bkie Wielkie, K – Karlskrona, V – Växjö, R – Rostock).

On 15th October 2014, the final conference of the EU project ELMOS with about 50 participants from Germany, Poland and Sweden was held in Rostock-Warnemünde.

Among many interesting lectures experiences with new kind of electric mobility were exchanged extensively in a panel discussion. An important issue was the question about general conditions of cycling, electric mobility and public transport and visions for the future of these means of transport. On 16th October 2014 a study trip to the Rostock region the participants were informed not only about the project “elros” of the Rostocker Straßenbahn AG, but also on the EU-project "mobile together".

The conference addresses ELMOS as well as “Mobile together” partners and further interested parties from Mecklenburg-Vorpommern and South Baltic area like local authorities, public transport providers etc. English-German interpretation is provided during the conference.

The 1st part - Scope and strategies for municipalities – includes two lectures:

  • “Safeguarding mobility and protecting climate – the contribution of the European Union”, Michael Cramer, Member of the European Parliament.  
  • "Electric mobility and public transport – The international state-of-the-art”, Hannes Neupert, Extra energy e.V., Germany.

 The 2nd part - Pedelecs for rural & urban areas - includes three lectures: 

  • “elros – The pedelec rental system of Rostocker Straßenbahn AG: experiences & further prospect”,  Janette Heidenreich, project manager for the demonstrator project at Rostocker Straßenbahn AG, Germany.
  • INMOD – Using pedelecs to complement public transport in rural areas of Mecklenburg-Vorpommern”, Caterina Kaup, Wismar University of Applied Sciences, Germany.
  • “Encouraging use and purchase of private pedelecs – ELMOS activities in Växjö”,  Pär Wallin, City of Växjö, Sweden.

 In a following panel discussion will be discussed opportunities & limitations of complementing urban & rural transport systems with pedelecs: “How to find the right approach for smaller cities and towns?“ 

Campaigns & strategies for promoting electric mobility is the theme of the 3rd part. Two examples from the ELMOS project will be introduced:

  • “Promotion of electric mobility and a new mobility culture – Approaches & experiences of Malbork”, Maciej Rusek, deputy of the Municipality of Malbork, Poland.
  • “With focus on the feasible: The electric mobility strategy of the City of Karlskrona – pedelecs, e-buses, e-ferries & more”, Sven-Olof Pettersson, City of Karlskrona, Sweden, and Ulf Hansson, Energy Agency of Southeast Sweden.  

 Electric mobility as driver for sustainable mobility patterns is the theme of the 4th part.

  • "Combining ride sharing with e-car sharing: Experiences from the “Mobile together” project & their refinement into an innovative e-car demonstrator in Växjö”, Tim Lux, Local pilot action leader in “Mobile together” & ELMOS, Sweden.  

The concluding statement of the ELMOS final conference will be held by an outside observer, who was involved in the ELMOS project from the beginning. Ton Daggers, consultant of the International Bicycle Consultancy
(IBC) in the Netherlands, wants to give answers to the question: “What is feasible and sensible for promoting electric mobility in smaller towns & cities in the South Baltic area today?“

On the 2nd day of the ELMOS final conference a study trip is on the programme: “Innovative mobility concepts for urban & rural areas in practice”. This study trip is jointly organised by the projects ELMOS & “Mobile together”. It visits pilot actions and representatives in Rostock & surroundings on the spot. Bus transportation and English- German interpretation are provided during the trip.

Joint Conference of the UBC Commission on Transportation and Commission on Environment and the City of Gdynia entitled „Baltic Sea Region advancing towards Sustainable Urban Mobility Planning” will be held in Gdynia (Poland) on 23-24th October 2014. This conference is organised within Baltic Sea Region Competence Centre on SUMP, established within the CIVITAS DYN@MO project. Many cities find it a challenge to elaborate SUMPs, which require a high level of stakeholders’ participation and establishing a detailed complex planning process. The conference will be organised with a view to supporting cities, focusing on the Baltic Sea Region in their efforts to elaborate the SUMP.

One result of the ELMOS project will be presented on the UBC Conference. “Enhancement of public transport systems with e-mobility” is the title of the lecture of Pär Wällin, project leader sustainable transport at the City of Växjö in Sweden. In cooperation with the project “Mobile together” an innovative e-car demonstrator was developed in Växjö.

As we are all aware, implementation of the SUMP in the cities is strongly recommended by the European Commission. The European Commission issued an official communication to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions dated 17th of December 2013. Its purpose is to further support European cities in leading their transportation related projects, so that they can more effectively implement the EU policy of competitive and resource efficient mobility. The main idea of this document is to convince member countries to create guidelines common for all cities, while taking into account their unique character. These guidelines are supposed to ultimately help cities to develop and implement Sustainable Urban Mobility Plans (SUMP).

There was a lot of interest in the auditorium. A study visit to French cities of Nantes and Paris was organised by the Polish Union of Active Mobility for a group of representatives of Polish local self-governments within the framework of the ELMOS project co-financed from resources of the South Baltic Programme of the European Union. It was intended to make them acquainted with:

  •  streetscape solutions implemented in the city of Nantes, which served as key arguments used by the jury, which granted the prestigious ECO –CITY Award in 2013 to Nantes,
  •  operation of the greatest network of publicly available electric cars in the world in Paris and testing the possibility of using other electric vehicles, such as segways in urban areas.

The study visit took place from 17th to 20th June 2014.

The Polish delegation was composed of representatives of territorial self-governments and representatives of the cities taking part in the ELMOS project consortium. A substantial organizational success was the participation of Mr. Ryszard ?wilski, member of the Board of the Pomorskie Voiovdeship, who has the transport issues in the voivodeship within the sphere of his competences.

During the stay in the Nantes Metropole an informal supper was held with the representatives of the city authorities; conversation carried out during that event focused on issues connected with urban and metropolitan development policies. An important element of the visit was a return walk to the hotel, when interesting solutions facilitating the operation of public transport, walking and cycling could be observed.

The second day of the visit has begun with a meeting in the Nantes city office, where the participants could listen to presentations and discuss interesting issues with the speakers.

After a theoretical introduction a guided city tour was organised for the participants. They could use trams, water borne ferry trams, and buses and get acquainted with various transport infrastructure solutions. One of the elements of the tour was the visit to an electric bus depot and a visit to the intermodal passenger transport hub equipped with electric cars and electrically assisted bicycles.

The main purpose of visiting Paris was to get acquainted with the car sharing system called Autolib. That is why the first steps of the delegation were directed to the Autolib management centre, located in Vaucresson near Paris. The delegates were shown a presentation of the entire potential of the system composed of 2800 vehicles and 800 base stations and the management centre itself. After a theoretical introduction the participants could log in the system and test available electric cars. At the end of the visit the delegates could take part in a test ride on board an electric bus, used as a transport mean for the employees of the management centre.

A morning ride on SEGWAYS brought about a number of ideas about the use of such vehicles in urban environment, first of all as vehicles of traffic wardens operating in green areas or at beach fronts or while servicing the communal cemeteries.

During the evening meal the participants have unanimously expressed the opinion, that they did not expect to experience the possibilities and potential of electric mobility to such an extent. The character of solutions facilitating the operation of public transport, walking and cycling in Nantes has also made a great impression on them.

The study visit met the expectation of project participants and made them more familiar with the idea of e-mobility as an intermodal transport mode in the cities of the South Baltic area.

The task of the targeted research papers / expert studies is to screen and process the state-of-the-art within electric mobility for small and medium sized cities in Germany, Poland and Sweden. Their specific purpose is to create validated ground and to give inspirations to the five partner cities for the elaboration of multimodal and intermodal e-mobility concepts. The conduct behind is to adapt already “field-tested” solutions and approaches for their use as far as possible, so that lessons learnt elsewhere can be taken up and considered.

The available reports focus on specific aspects in the preparation of the electric mobility strategies. Special focus lies on solutions and approaches that are available and – preferably – already in use over some period in other cities across Europe, so that practical provider and user experiences can be considered.

The available final reports are structured into five relevant content lots:     

1.    Electric mobility and its potential target groups

2.    The state-of-the-art of municipal electric mobility strategies in Europe

3.    What can local municipalities do to forster the use of electric cars?

4.    Can bicycle highways foster the use of pedelecs? –
Clarification of the concept and its potentials

5.    City centre cargo logistics with the help of electric vehicles

The City of Växjö, the Energy Agency for Southeast Sweden and Rostocker Straßenbahn AG organized the international expert conference & 3rd ELMOS all-partner meeting.  ELMOS project partners and further interested local and regional authorities from Sweden met on 8-9 October 2013 in Växjö, Sweden.

The purpose of the all-partner meeting was to jointly review the pedelecs demonstrators / pedelecs promotion activities in the forerunner cities carried out in 2013 and, on this basis, to got further inspirations for fine-tuning / improving them for 2014.

The focus of the international expert conference was on the elaboration of long-term electric mobility strategies in the five forerunner cities. Intermediate presentations of the best practice survey/part 2 were presented by electric mobility experts from Germany and Sweden.

The table on page 7 provides you with an overview on all screened operators and suppliers.

The best practice compilation(s) is structured into four relevant content lots:

3.    Locations & design of charging / rental stations for public pedelec rental systems

Under the motto “Going local, ... The South Baltic Programme Annual Event 2012 took place on 23-24 October 2012 in Ronneby, in Southeast Sweden. Under the motto “Going local, meeting your needs, connecting people and ideas” more than 120 participants from different EU countries gathered together to obtain information about the South Baltic Programme implementation, discuss the future of the territorial co-operation and learn more about the South Baltic projects.

Mr. Robert Mazurkiewicz Programme Manager delivered a brief overview of the South Baltic Programme implementation and results. The participants were also addressed the representative of the European Commission, Mr. Jean-Marc Venineaux European Commission, DG Regio. In his presentation, he explained new opportunities for cooperation within the EU Strategy for the Baltic Sea Region and the new programming 2014-2020. He stressed: “Success depends on commitment it will needs clear indicators and targets in the future”.

After the official part the South Baltic projects presented their results during the Projects Exhibition. About 20 projects were presented at the exhibition to promote the achievements of the South Baltic Programme and the benefits to the regions. The ELMOS project was presented by Janette Heidenreich, Rostocker Straßenbahn AG.

Among other topics first results of ELMOS Best Practice Survey were presented there. Thomas Lewis from “energiautark consulting” (Vienna) and Hannes Neupert from Extra Energy (Tanna) showed a presentation of adaptable model solutions with regard to:

- Pedelecs for use in public rental systems
- Booking / ticketing systems for public pedelec rentals
- Locations & design of charging / rental stations for public pedelec rental systems - Operating and maintenance models for public pedelec rental systems.

18 participants from Germany, Poland and Sweden discussed next steps within the ELMOS project. In addition, they get inspirational lectures on electric mobility initiatives in Europe. Furthermore, the draft of an international meeting plan was adopted.

For taking strategic decisions in consensus and monitoring the overall project

progress, a Steering Group was established. The members of the Steering Group will meet five times within the project life time, whenever possible back-to-back with other project meetings or online.

Anja Georgi (CEO of Nahverkehr in Offenbach GmbH and Head of the regional coordination office / e-mobility model region Rhine-Main) presents activities and experiences in the model region Rhine-Main, including the integrated mobility offer “Linie 103” in Offenbach. Before participants visited the electric mobility facilities in Offenbach: eletric mobility rental station and the mobility centre in the inner city of Offenbach. The project partners had the chance to experience pedelecs and electric cars themselves. 

Frankfurt am Main

Mr Bernd Utesch, CEO of ABGnova GmbH presents the development of electric mobility in general (charging systems, plug-in systems etc.) with focus on the “Frankfurter Modell” of electric charging stations. After the presentation participants visited the pedelec rental station in the basement of „Sophienhof“, type “Bike-In” and an electric charging station near the main station in Frankfurt.  

Stuttgart

Mr Günter Stürmer, officer for electric mobility in the City of Stuttgart presents electric mobility related activities in the model city Stuttgart. Participants were given an introduction into the exhibition in the centre for electric mobility. Second on-site visit was the pedelec rental station “e-Call-a-bike” near the main station in Stuttgart. Karl-Heinz Erdt, (DB Rent GmbH) introduced the pedelec rental facilities as a part of the “ordinary” bicycle renting system “Call-a-bike”.
